Hi Telma,

Scribus is the best option to run on a desktop and it's truly open/libre
software. It does not have all InDesign features but it works fine.

But.... You can try figma!
This one is much better than InDesign!!!
It's not libre but you can use it online and it's free if you don't mind
having your work to be public.
