[Air-L] The difficult conversation we don't seem to be having

I would like to add some new information aimed especially at the suggestion of an academic boycott of Israeli universities.

For the last four years (until August 2023) I was Chair of the Department of Communication and Journalism at the Hebrew University of Jerusalem, many of whose faculty and students are very active in AoIR.

About 20% of the students in our department are Palestinians, a term which includes those who come from within the “green line” (the pre-1967 borders of Israel) and who define themselves variously as Palestinian, Israeli, or Israeli-Palestinian (i.e. it’s complicated), and many students from East Jerusalem. Our faculty and department have instituted programmes to foster their participation and success in our programmes (which are mainly conducted in Hebrew), including special courses in Arabic, and group and individual mentoring at undergraduate and graduate levels. Our students, notably but not only women, and notably but not only the first generation in their families to attend university, have successfully completed degrees and have - among other things - conducted ground-breaking studies of Palestinian social media use and activism (especially in East Jerusalem) and (often highly critical) research on the experience of Palestinian students in Israeli academia. In one particular current faculty-led research project, 2 Palestinian women and 2 Jewish women together analyse TikTok posts by Palestinians and Israeli Jews from the 2021 Gaza war, focusing on questions of polysemy, critique and diversity of interpretation. They have continued to do this, I should add, even during the current war.

Have our department and university programmes created a utopia of diversity and harmonious academic (and social) exchange across the battle-lines?  Of course not: we all recognise the very severe constraints, asymmetries and near-insurmountable challenges of our geopolitical and existential situation. As I write this, classes are being held in which Palestinian students, with relatives and friends in Gaza and the West Bank, are sitting next to Jewish students who have family members held hostage in Gaza (or who were victims on 7.10), or who have just returned from fighting in Gaza. That they manage to do this without violence breaking out in the classroom is a testimony to them, and to our the support systems the university and its staff have instituted (it also shames the tone of some of the contributors to this thread). The walking wounded are everywhere on campus - even if you cannot easily see the wounds. But our programmes are producing, at least according to many of our Palestinian students, new life-transforming possibilities for them, and we hope that in the longer term they will foster a generational cohort of outstanding graduates who can be recruited as full-time faculty in the future.

I should add that ours is not the only department at the Hebrew University with programmes like these, and that other Israeli universities are also engaged in similar initiatives. So: if you are in favour of a boycott, this is the institution, and the people in it, who you will be excluding from the universe of legitimate discourse about the Israel-Palestinian conflict, and any other relevant topic (digital media and Judaism!!!), where instead you could be engaging in conversation and even showing solidarity with our extraordinarily challenging situation. Know who you will be shunning, and be sure your sense of entitlement to excommunicate us isn’t sanctimonious narcissism disguised as moral principle.

Finally, the argument that boycotts are only institutional and do not affect individuals is at best a legalistic fantasy, and at worst a downright lie. To give a recent example from my own personal knowledge (and to extrapolate from it): an Australian media and culture scholar declined a request to be a reader of a doctorate written by a student at an Israeli university, on the basis of supporting the academic boycott. There is no use pretending that the student wasn’t being punished for being Israeli (not all Israelis have the life circumstances that allow then to leave Israel and study at what this scholar would consider a “kosher” institution). Let’s assume that the student was Jewish - but had the student been Palestinian, with an identifiably Arabic name, the would-be-boycotter would be presented with a dilemma: s/he could either enforce the boycott, on the basis that a Palestinian student at an Israeli university is basically some kind of collaborator and doesn’t deserve exceptional treatment, or s/he - baulking at potentially worsening the life chances of a Palestinian - could decide to make an exception and agree to review the dissertation, thereby effectively discriminating against other students from the same university purely on the basis of them being Jewish. There is no way around this kind of harm: institutions contain and are constituted by people. Again, know who you shun as a result of your gesture politics, and what its consequences are.
